We call people “Citizens Without Shelter” to honor dignity and belonging. RDA provides humane, evidence‑based rehousing navigation and stabilization supports, including behavioral‑health referrals, intensive case management, and employment pathways, to help people move from crisis to lasting security.
Pathways to Stability, Opportunity, and Home
We partner with local shelters and nonprofit providers to offer safe shelter and transitional housing with on-site services. Transitional programs focus on rapid stabilization while families and individuals prepare for permanent housing.
Individualized case plans connect Citizens Without Shelter to therapy, substance-use support, benefits navigation, ID replacement, medical care, and housing search assistance. Our case managers coordinate services across agencies to remove barriers quickly and compassionately.
Stable work is a key to long-term housing success. RDA builds employer partnerships, job-training cohorts, resume workshops, and paid work placements tailored to the needs and skills of participants—from trades and custodial work to culinary, retail, and IT support roles.
For people who need ongoing assistance, we develop pathways into permanent supportive housing—combining affordable units with wraparound case management to sustain housing and health outcomes over time.

Who qualifies for services?
Services prioritize people experiencing unsheltered homelessness and those at imminent risk, with special focus on veterans, families, and medically vulnerable individuals. Specific program eligibility and available supports vary by funder and partner rules.
How quickly can someone get shelter?
RDA does not operate emergency shelters directly. For immediate needs we coordinate referrals to partner shelters and crisis providers; our goal is to initiate emergency referrals as quickly as possible (often within 24–72 hours when partner capacity allows), but actual placement timing depends on partner availability and program rules.
Are services free?
Many core services we provide or coordinate — including housing navigation, case management, peer support, and referrals to behavioral‑health or employment programs — are provided at no cost to participants. Some partner programs (e.g., specific clinics or housing programs) may have eligibility requirements or fees set by the program operator. Donations and partner funding expand capacity and support service delivery.
Can I refer anonymously?
Yes. Referrals may be submitted anonymously; we’ll use the information provided to connect the person to appropriate partners. If you can obtain consent from the individual, please include it—consented referrals enable faster, more effective follow‑up and information sharing with partner agencies.
Do you provide emergency shelter or rapid‑rehousing vouchers?
No — RDA does not directly operate emergency shelters or issue rapid‑rehousing vouchers. We coordinate referrals and connections to partner agencies that provide those services and can help funders or donors connect with programs that accept shelter or voucher support.
